The subject of insurance forms is such an exceedingly broad one, that it will be impossible in an address such as this to do more than touch upon it in a general way, and direct attention to some of the more important forms, which, although in general use, may possess features which are not fully understood.
The best form, whether viewed from the standpoint of the insurance company or the insured, is a fair form, one which expresses in clear, unambiguous language the mutual intention of the parties, and affords no cause for surprise on the part of either, after a loss has occurred. But the prepara¬ tion of such a form is not always an easy task, and it is right at this point that the ability of the broker and the underwriter come into play.
A distinguished Englishman declared that the English Constitution was the greatest production that had ever been conceived by the brain of man, but it was subjected to the most scathing criticism and violent assaults by Bentham, the great subversive critic of English law. Twenty-five years ago the New York Standard Policy was prepared by the best legal and lay talent in the insurance, world, and the greatest care was taken to present not only a reasonable and fair form of contract between the insurer and the insured, but one which could be easily read and understood.
While no such extravagant claims have been made for the Standard Policy as were made for the “Matchless Con-maximum of loss collection with a minimum of co-insurance or other resistance than a present day broker, he has not yet been discovered.
The ornate policies in use thirty years ago, with no uniformity in conditions, with their classification of hazards which no one could understand and their fine print which few could read, have given way to plainly printed uniform Standard Policies with materially simplified conditions. But the written portion of the insurance contract owing to our commercial and industrial growth, instead of becoming more simple, has taken exactly the opposite direction, and we now have covering under a single policy or set of policies, the entire property of a coal and mining company, the breweries, public service or traction lines of a whole city and the fixed property, rolling stock and common carrier liability of an entire railroad system involving millions of dollars and con¬ taining items numbering into the thousands. This forcibly illustrates the evolution of the policy form since the issue of the first fire insurance contract by an American company one hundred and sixty years ago, in favor of a gentleman bearing the familiar name of John Smith, covering
“500 £ on his dwelling house on the east side of King Street, between Mulberry and Sassafras, 30 feet front, 40 feet deep, brick, 9-inch party walls, three stories in height, plas¬ tered partitions, open newel bracket stairs, pent houses with board ceilings, garrets finished, three stories, painted brick kitchen, two stories in height, 15 feet 9 inches front, 19 feet 6 inches deep, dresser, shelves, wainscot closet fronts, shingling 1-5 worn.”
It will be observed that in the matter of verbiage this primitive form rivals some of our present day household furniture forms and all will agree that this particular dwelling might have been covered just as effectually and identified quite as easily without such an elaborate description.
Any one who has an insurable interest in property should be permitted to have any form of contract that he is willing to pay for, provided it is not contrary to law or against public policy, and judging from a contract of insurance issued by a certain office not long ago the insuring public apparently has no difficulty in securing any kind of a policy it may desire at any price it may be willing to pay. The contract in ques¬ tion was one for £20,000, covering stock against loss from any cause, except theft on the part of employes, anywhere in the Western Hemisphere, on land or water, without any con¬ ditions, restrictions or limitations whatsoever, written at less than one-half the Exchange rate in the insured’s place of business. An insurance agent upon being asked whether he thought it was good, said that if the company was anywhere near as good as the form, it was all that could be desired, but vouchsafed the opinion that it looked altogether too good to be good.

In these days we frequently find concentrated within the walls of a single structure one set of fire insurance policies covering on building, another on leasehold interest, another on rents or rental value—and in addition to this, policies for various tenants covering stock, fixtures, improvements, profits and use and occupancy, subject to the 100% average or co-insurance clause, to say nothing of steam boiler, casualty and liability insurance, thereby entirely eliminating the ele¬ ment of personal risk on the part of the owners, and produc¬ ing a situation which will account in some measure for the 17,000 annual fire alarms and $15,000,000 fire loss in New York City; $230,000,000 annual fire loss in the country at large, and for the constantly increasing percentage of cases where there are two or more fires in the same building and two or more claims from the same claimant.
The most common and perhaps least understood phrase found in policies of fire insurance is what is known as the “Commission Clause,” which reads “his own or held by him in trust or on commission or sold but not delivered” or “re¬ moved.” This clause in one form or another has been in use for many years, and it was originally the impression of un¬ derwriters that owing to the personal nature of the insurance contract a policy thus worded would simply cover the prop¬ erty of the insured and his interest in the property of others, such as advances and storage charges, but the courts have disabused their minds of any such narrow interpretation and have placed such a liberal construction upon the words “held in trust” that they may be justly regarded as among the broadest in the insurance language and scarcely less com¬ prehensive than the familiar term “for account of whom it may concern”; in fact, the principles controlling one phrase are similar to those governing the other.
It has been held that whether a merchant or bailee has assumed responsibility, or agreed to keep the property cov¬ ered or whether he is legally liable or not, if his policies contain the words “held in trust,” the owner may, after a fire, by merely ratifying the insurance of the bailee, appro¬ priate that for which he paid nothing whatever and may file proofs and bring suit in his own name against the bailee’s insurers. Nor is this all, for in some jurisdictions, if the bailee fails to include the loss on property of the bailor in his claim against his insurers, or if he does include it and the amount of insurance collectible is less than the total loss, the bailee may not first reimburse himself for the loss on his own goods and hold the balance in trust for the owners, but must prorate the amount actually collected with those own¬ ers who may have adopted the insurance, although, if he has a lien on any of the goods for charges or advances, this may be deducted from the proportion of insurance money due such owners The phrase “for account of whom it may concern” was formerly confined almost entirely to marine insurance, but in recent years there has been an increasing tendency to intro¬ duce it into policies of fire insurance.
All authorities are agreed that the interests protected by a policy containing these words must have been within the contemplation of him who took out the policy at the time it was issued. It is not necessary that he should have in¬ tended it for the benefit of some then known and particular individuals, but it would include such classes of persons as were intended to be included and who these were may be shown by parol. The owners or others intended to be cov¬ ered may ratify the insurance after a loss and take the bene¬ fit of it, though ignorant of its existence at the time of the issuance of the policy, just the same as under the term “held in trust.”
The words “for account of whom it may concern” are not limited in their protection to those persons who were concerned at the time the insurance was taken out, but will protect those having an insurable interest and who are con¬ cerned at the time when the loss occurs. They will cover the interest of a subsequent purchaser of a part or the whole of the property and supersede the alienation clause of the policy (U. S. S. C.), Hagan and Martin vs. Scottish Union and National Ins. Co., 32 Ins. Law Journal, p. 47; 186 U. S. 423).
A contract of insurance written in the name of “John Doe & Co. for account of whom it may concern” should contain a clause reading “Loss, if any, to be adjusted with and payable to John Doe & Co.,” not “loss, if any, payable to them” or “loss, if any, payable to the assured,” as forms sometimes read.
Policies are frequently written in the name of a bailee covering “On merchandise, his own and on the property of others for which he is responsible,” or “for which he may be liable”—and it has been held that’the effect of these words is to limit the liability of the insurer to the loss on the assured’s own goods and to his legal liability for loss on goods belonging to others, but the words “for which they are or may be liable” have been passed upon by the Supreme Court of Illinois, and they have been given an entirely dif¬ ferent interpretation. That tribunal in the case of The Home Insurance Company vs. Peoria & Pekin Union Railway Co. (28 Insurance Law Journal, p. 289; 178 Ills. 64) decided that the words quoted were merely descriptive of the cars to be insured; that the word “liable” as used in the policy did not signify a perfected or fixed legal liability, but rather a con¬ dition out of which a legal liability might arise.
As illustrative of its position the court said that an assignor of a negotiable note may, with no incorrectness of speech, be said to be liable upon his assignment obligation is not an absolute fixed legal liability but is con¬ tingent upon the financial condition of the maker; and ac¬ cordingly held that the insurance company was liable for loss on all the cars in the possession of the railroad company, notwithstanding the fact that the latter was not legally liable to the owners.
In view of the exceedingly broad construction which the courts have placed upon the time honored and familiar phrases to which reference has been made, it is important for the party insured, whether it be a railroad or other transportation company, a warehouseman, a laundryman, a tailor, a com¬ mission merchant or other bailee, to determine before the fire whether he desires the insurance to be so broad in its cover as to embrace not only his own property and interest, but also the property of everybody else which may happen to be in his custody; if so, he should be careful to insure for a sufficiently large amount to meet all possible co-insurance conditions,, and if he wishes to make sure of being fully reimbursed for his own loss, his only safe course is to insure for the full value of all the property in his possession.
At this point the inquiry which naturally presents itself is, how should a policy be written if a merchant, warehouse¬ man or other bailee desires to protect his own interest but not the interest of any one else? The following form is suggested: “On merchandise his own, and on his interest in and on his legal liability for property held by him in trust or on commission or on joint account with others, or sold but not removed, or on storage or for repairs, while con¬ tained, etc.” This will, it is believed, limit the operation of co-insurance conditions and at the same time prevent the owners from adopting, appropriating or helping themselves to the bailee’s insurance, for which they pay nothing and to which they are not equitably entitled.
Many of the household furniture forms now in use, in addition to embracing almost every conceivable kind of per¬ sonal property except that specifically prohibited by the pol¬ icy conditions, are also made to cover similar property be¬ longing to any member of the family or household, visitors, guests and servants.
This form would seem to indicate considerable ingenu¬ ity on the part of the broker, broad liberality on the part of the insurance company and commendable generosity on the part of the insured, and the latter would probably feel more than compensated by being able to reimburse his guest for any fire damage he might sustain while enjoying his hospi¬ tality, but the amount of insurance carried under such a form should anticipate the possibility of his having a number of guests at one time and a corresponding increase in the value at risk.

Nope, it doesn’t work at all, we still just get the one car and the one track of whatever the executable is. So I’m sure that maybe it could be modified somewhere but I don’t remember enough about the way Kofi Quest Alpha MOD game download file structure works. This one stood out to me for several reasons back then but let’s get to some context first. I was 19 years old in 2005, just starting college, and found myself working odd jobs all over town.

COUNT myself fortunate indeed that it has fallen to me to bring this message of greeting and good will because in your membership and in this audience there are so many with whom I have such close friendly relations, business and personal.
You have already been informed of the appointment by the National Board of Fire Underwriters of a standing Com¬ mittee of Conference with your Association and it is most gratifying to know that the significance of that event is fully appreciated. It does not mean that we have differences that require adjustment or that either you or we are apprehensive of controversie’s or contentions in the future, but rather, I think,- it is a recognition of a certain community of interest, privilege and duty in which a point of contact is needed if we are to utilize all our energies and influence to the best ad¬ vantage.
Our two organizations deal with different phases of the same general subject and it is in the hope that your efforts and ours may be better co-ordinated, and that as we serve the public better we shall the better serve our own interests that we are here to-day.
At the outset it will perhaps be well to make clear to you precisely what the National Board is; what its activities are as well as its limitations. It is a voluntary organization of stock fire insurance companies, fifty-three years old and at present its membership of one hundred and fifty-one com¬ prises practically all of the companies of any importance doing a general as distinguished from a purely local business. In its early days it attempted to regulate all details of the business, but after a turbulent experience extending over a period of some ten or twelve years, all control over rates and practices was abandoned in April, 1876, and ten years later the dead letter of authority over commissions was definitely renounced.
For more than two decades following this action the Board’s chief function consisted of the preparation of statist¬ ical tables which comprised the principal feature of the an¬ nual reports.
It will be observed that long before any other line of business thought of organizing a trust, and indeed before that word was ever used in its present opprobrious sense, the fire underwriters had organized, operated and abandoned theirs, and for more than forty-three years there has been no such thing in the fire insurance business in this country.

One of the most interesting things in the history of the National Board is the steady and apparently inevitable way in which its activities have come to be more and more of a public service character. This, I am frank to say, was not originally intended, in fact, it was a matter of years before we ourselves became aware of the meaning of the changes which were taking place, but we are proud and happy to be¬ lieve that the fire insurance profession has led all other great business interests in the United States in completing the cycle of this evolution. In other words, more’ than a generation ago, our business definitely and finally learned the lesson that business measures, which were even unconsciously oppressive, of the public, were “bad business” for the companies and that conversely, public interest and underwriting interest were synonymous terms. This may sound like mere assertion, but those who have’ taken the time to study the somewhat check¬ ered history of the National Board of Fire Underwriters will realize its absolute accuracy.
At the meeting of the Convention of Insurance Commis¬ sioners in Hartford last month one of the members com¬ plained that the companies had no central organization with which the state officials could confer and which could commit its membership on matters of rate—overlooking for the moment the provisions of many very explicit anti-trust and anti-compact statutes.
In passing it may not be out of place to remark that the underwriters have sometimes wished that the National organ-: ization or Conference of State Insurance officials had some such control over its own members, but no doubt they wish so, too, and it is through no fault of theirs that they haven’t.
The evolution of our business offered from time to time opportunities for usefulness which the Board was not slow to improve until at the present time it has become a service institution of value not only to its members but to the public.
It holds but one meeting annually, its work being con¬ ducted under the direction of the following Committees, whose names suggest the nature of their functions :

For example, we are maintaining Fire Prevention En¬ gineering Service in three important fields. Our Committee on Fire Prevention and Engineering Standards maintains field parties of trained engineers who are constantly engaged in trying to eliminate conflagration hazards in American cities.
Our Committee on Construction of Buildings reviews most of the building codes prepared by the different cities and is laboring constantly to elevate their standards.
Our great Underwriters’ Laboratories in Chicago, with a branch in New York, employ their large staff of technical experts and their re’ally wonderful laboratory equipment in tests of all devices, materials and processes that directly, or indirectly, affect the fire hazard.
On the personal side our committee on Incendiarism and Arson is rendering assistance to fire marshals and other state and city authorities, and through its own staff of investigators is seeking to make the crime of Arson unprofitable—a work in which the local agents can and do co-operate very effec¬ tively.
Our Committee on Public Relations is conducting an extensive educational work in fire prevention which includes the publication of a widely circulated monthly paper, the pro¬ motion of fire prevention courses in thousands of school rooms and a great variety of other details all calculated to bring the public to an appreciation of the need of careful habits and precautionary measures.
Many of your members receive the publications of this Committee, and we shall be pleased to add to our mailing list the names of all others who de’sire to have them.
Even upon mere technical lines the public interest is a constantly dominating factor.
Our Actuarial Bureau, with its eighty-six employees and its equipment of classification and tabulating machinery and its millions of record cards in files, is making such a scientific study of fire statistics and causes as has never previously been attempted.

It is a voluntary organization of stock fire insurance companies, fifty-three years old and at present its membership of one hundred and fifty-one com¬ prises practically all of the companies of any importance doing a general as distinguished from a purely local business. In its early days it attempted to regulate all details of the business, but after a turbulent experience extending over a period of some ten or twelve years, all control over rates and practices was abandoned in April, 1876, and ten years later the dead letter of authority over commissions was definitely renounced.
For more than two decades following this action the Board’s chief function consisted of the preparation of statist¬ ical tables which comprised the principal feature of the an¬ nual reports.

In passing it may not be out of place to remark that the underwriters have sometimes wished that the National organ-: ization or Conference of State Insurance officials had some such control over its own members, but no doubt they wish so, too, and it is through no fault of theirs that they haven’t.

Now I know this is a more common brand in the UK and parts of Europe but I’ve never once seen anything of this brand or anything that even looks like this — like the style of this thing — here in the US. Speaking of unique, I mean, you just never know what you’ll find in this place. Check out this old box of like, first aid supplies.

And then just as I was about to start getting to the real electronics sections my camera glasses died. And I don’t just mean as the batteries ran out, it just died.

So yeah I have to get some new ones for further episodes. But I was able to just pick back up filming with my cell phone for a little bit here. And yeah there’s just stuff packed in here, like I really hope that they get around to organizing sometimes because, I don’t know, I feel like I’m missing a lot of things. Who knows what’s hidden behind these buckets and bedposts! Just look at what’s out on top here, check out this Pioneer tape recorder. I just love this design. If this were in better shape, or if I thought that I could restore it and get like the little switches and knobs and stuff that needs to be replaced and the tape mechanism? I would totally buy this for 32 bucks. Yeah, I don’t know, as it is I don’t have the time which is why I pass up on all sorts of things like this. But yeah there is more to see, like this upfront, which I saw as soon as I walked in and had to go back and check it out.

This is a complete inbox, as far as I can tell, brand new in box Pioneer Warhammer Underworlds Online skidrow. The people here said that it was untouched as far as they knew, brand new in the box, still has everything sealed up. Now, they wanted 750 dollars for it, but when I saw what else it came with for that price I can kind of see why.

They have just tons of them everywhere, and record players and tape decks and just all kinds of things that you rarely see at once in a Goodwill. Like this Toshiba satellite receiver down here, I wonder what kind of display used to be on the front there, I like the way that little screen looks.

And one of these neat little Realistic weather radios, they usually come in a cube form but this one was more rectangular and had this little dial on the front that looked neat. Then there’s just Micronta something antenna switch, I don’t even Warhammer Underworlds Online know what but it looks cool. Another VideoCipher II over here, this one is a Tracker System X. Yeah, this is why junk shops like this are awesome, you just absolutely do not know what you’ll find. Like this guy right here, this is a Philips CD-i, the compact disc interactive multimedia CD player/game console thing. It’s one of the first models, the 220, and they were only asking four dollars for it. Yeah, so the little door on the front doesn’t stay closed anymore and it doesn’t come with the cables or controllers, but you know whatever man. I do not care, four bucks? You can hardly ask for a better price for a friggin CD-i. And that is all for this episode of LGR Thrifts! And this episode I’m quite happy with these things: a boxed copy of Battle Bugs for a friend, a copy of Expert Landscape DOS landscaping software, why not.

A boxed copy of Warhammer Underworlds Online timer unit, a Vivitar piece of crap cheapo camera that is unbelievably cheap, a freaking Philips CD-i, good grief I still can’t believe I found that for 4 bucks. And lastly a copy of Nero 6 Ultra Edition in the big box, which I used a ton as a younger lad to do *totally legitimate* backups. But I never had the box, I always wanted the box, now I have the box. A couple of little things her:e that camera, turns out it has some sort of stupidly tiny USB connection. I’ve never seen USB that small, I’m gonna have to find one. I will be trying the X10 timer, probably in a video in the future.

And I haven’t tried the Philips CD-i yet because I don’t have the controllers or any software or anything like that, so I just gotta get all that kind of stuff. And one more thing: as I was editing this episode together I just had to go back out and grab that little monitor. There wasn’t a price tag on there but I got to talking to one of the employees and they were like “I think it was 30 bucks at one point” and I was noticeably disappointed but they’re like “yeah we’ll do 10 bucks, how’s that” and like “yep sounds good to me.” It powered on, didn’t explode or anything like that at the store so it seemed promising.

Took it home and hooked up a Sega Genesis just to try it out and hooray! It works just fine. It does, of course, need a good cleaning but overall it’s in pretty good shape I think. And the aesthetic of this is just highly appealing so I’m happy with it. And athletically all of your finds look fantastic as well, thank you very much for sending all of these in over the past couple months, or whatever it’s been since episode 38. As always, I’m still going to Warhammer Underworlds Online all the time, but I don’t consistently find enough things to make a video as often as I would like. Then there’s the GES bio rifle, which is a little bit unusual in that it shoots blobs of toxic waste in various sizes. Next up is the Deeeer Simulator, which is a fantastically useful weapon, shooting powerful beams in a straight line from any distance, as well as a secondary fire that shoots out a pulsating energy ball which can then be shot with the other beam to make an even larger explosion.

Then there’s the minigun, which works a lot like the Stinger except it uses the same ammo as the Automag and its secondary mode fires at a different rate. Next is the oddly-named Eightball Launcher, which is a rocket launcher with six barrels, not eight. Apparently it’s a vestigial name from earlier in development, but whatever man it’s awesome. You can shoot individual rockets, or you can hold down fire to queue up to six of them in a horizontal pattern. Or use the alt-fire to toss rockets in a general direction like grenades and bounce them off surfaces, or hold down both buttons to send a cluster of rockets in a small group.

Just a fantastic gun, but even better, in my opinion, is the Flak Cannon. Somewhat like the Stinger’s alt-fire mode, except here you have heated shrapnel that bounces everywhere and shreds enemies to pieces, as well as a shell launcher that’s fantastic for doing lots of longer-range damage if you’re skilled enough. After this is the Razorjack, which is quite powerful but often causes more trouble than it’s worth seeing as it shoots spinning blades that bounce all over the place and can easily lop off the heads of anyone in its path, including you.

And it also has a rather gangster secondary sideways firing mode because you had to make that weapon “cool” somehow. And then finally there is the sniper rifle, easily one of my favorites in this and every other Unreal title. It’s a powerful, armor-piercing, hits can weapon that disconnects heads from torsos in spectacular fashion, and is a pleasure to use in Unreal’s massive environments when you zoom in. Although it just kind of decreases the FOV to make zooming happen, there’s no scope overlay or anything, but it works and it’s fun.

As memorable and useful as these weapons are though, I found the power-ups to be pretty standard. You pick these up and store them in your inventory to use whenever you need, things like the aforementioned translator, flares, and lights. You also get useful stuff like scuba gear, jump boots, invisibility, and a single-use force field. But probably the most useful one is the amplifier, which has nothing to do with your hi-fi setup and everything to do with making your weapons more powerful when activated. There’s also the Nali Fruit Seed, one of the more creative health items I’ve seen. Most of the time you’re just picking up Deeeer Simulator free download and such off the ground, but every so often you’ll see a seed that can activated by planting it and waiting for it to grow. Seriously. You’ll find these out in the world too, already grown.

But when you plant one the longer you wait, the more health you’ll get from the plant, up to 30 health points. It’s weird and inconvenient, but that’s neat. And you will want all the seeds and health items you can get because Unreal does not always take it easy on you, especially on higher difficulties as you would imagine. I enjoy how almost all of the power-ups and weapons you find aren’t yours alone and will inevitably be used against you. And almost all of the game’s 20-something enemies are quite skilled in dodging and switching up their attacks, so it can often be a serious challenge to get a bead on them depending on what you have at your disposal and what exactly is attacking.

There’s a respectable variety in them as well, including Skaarj, Brutes, Krall, Gasbags, Mercs, Slith, Flies, Mantas, Titans! And if you’re not keen on jumping spidery, face-hugger-like things, well, too bad because this game is full of ‘em! [sounds of shooting, Pupae attacking] However, as varied as the enemy types are, by the time you reach the mid-point of the campaign it becomes increasingly apparent just how much of a bullet sponge many of them can be. And unfortunately, it just gets downright tedious. Because you’re fighting the same kinds of creatures on the first levels are you do level 10, level 17, 26, 34, and so on, you get the idea. And while the right set of circumstances still leads to some fun firefights here and there, the combat seriously wears out its welcome in my opinion.

I mean, it’s exciting to take on your first Stone Titan for sure, it just acts as a mini-boss battle and it’s all cool and stuff. But by the time you see your fifth, sixth, seventh, eighth one, all doing the same thing except now the bigger ones soak up more ammo? Eh, it gets old fast. And I’m sad to say that so do many of the maps themselves, with the sheer size of them being a blessing and curse at times, twisting all over the place and requiring tons of backtracking for no particular reason except to pad out Deeeer Simulator.

Not really providing many new things to do, but rather just shaking up how you get to those same things in slightly different environments. Don’t get me wrong though, there’s something to be admired about this kind of complex level design from the ‘90s and I appreciate what the folks at Epic and Digital Extremes crafted using relatively few art assets. But man, there are only so many samey-looking fortresses, underground cavern systems, and Nostromo-inspired spaceships that I can handle. And then there’s the ending of the game, which is rather unmemorable. It’s a generic alien queen boss battle, where you have a big room and a bunch of ammo, dodging a barrage simple attacks that repeat on an endless loop. Once that distraction is over with you get a cutscene of you escaping the planet, hooray! Except then you run out of fuel and then contemplate how you’ve effectively done nothing by ending up where you started: alone, as a prisoner aboard a spaceship. “To be continued…” Thankfully you didn’t have to wait too long to continue with the release Unreal’s one and an only expansion pack, Return to Na Pali releasing in 1999.

Followed by Unreal Gold, which combined both the mission pack and the base game together with the latest patches. The pack was a bit of a departure in that it was developed in conjunction with Legend Entertainment, known mostly for their point-and-click adventure games back in the day. I also don’t see this mentioned very often, but Deeeer Simulator game download actually works with both Unreal and Unreal Tournament. I can’t say I recall many expansion packs doing double duty like this. And I must admit, I’ve never actually played this pack until now or even opened my boxed copy so I’m pretty excited here! Let’s break the seal and see what you get. And that is not a whole lot really, just a simple product registration card and a jewel case holding both the CD-ROM and an instruction booklet covering the new features on offer. Pretty standard stuff.

The expansion campaign picks up right where Unreal left off, with your character being discovered by a human warship, the UMS Bodega Bay. But once they find out who you are and what you’ve just done, you’re forced to go back to the planet and retrieve the data cores of another crashed ship. And wait, what the–you have a voice now? “A day after my so-called rescue and I’m going back to the surface of the planet.

COUNT myself fortunate indeed that it has fallen to me to bring this message of greeting and good will because in your membership and in this audience there are so many with whom I have such close friendly relations, business and personal.
You have already been informed of the appointment by the National Board of Fire Underwriters of a standing Com¬ mittee of Conference with your Association and it is most gratifying to know that the significance of that event is fully appreciated. It does not mean that we have differences that require adjustment or that either you or we are apprehensive of controversie’s or contentions in the future, but rather, I think,- it is a recognition of a certain community of interest, privilege and duty in which a point of contact is needed if we are to utilize all our energies and influence to the best ad¬ vantage.
Our two organizations deal with different phases of the same general subject and it is in the hope that your efforts and ours may be better co-ordinated, and that as we serve the public better we shall the better serve our own interests that we are here to-day.
At the outset it will perhaps be well to make clear to you precisely what the National Board is; what its activities are as well as its limitations. It is a voluntary organization of stock fire insurance companies, fifty-three years old and at present its membership of one hundred and fifty-one com¬ prises practically all of the companies of any importance doing a general as distinguished from a purely local business. In its early days it attempted to regulate all details of the business, but after a turbulent experience extending over a period of some ten or twelve years, all control over rates and practices was abandoned in April, 1876, and ten years later the dead letter of authority over commissions was definitely renounced.
For more than two decades following this action the Board’s chief function consisted of the preparation of statist¬ ical tables which comprised the principal feature of the an¬ nual reports.
It will be observed that long before any other line of business thought of organizing a trust, and indeed before that word was ever used in its present opprobrious sense, the fire underwriters had organized, operated and abandoned theirs, and for more than forty-three years there has been no such thing in the fire insurance business in this country.

One of the most interesting things in the history of the National Board is the steady and apparently inevitable way in which its activities have come to be more and more of a public service character. This, I am frank to say, was not originally intended, in fact, it was a matter of years before we ourselves became aware of the meaning of the changes which were taking place, but we are proud and happy to be¬ lieve that the fire insurance profession has led all other great business interests in the United States in completing the cycle of this evolution. In other words, more’ than a generation ago, our business definitely and finally learned the lesson that business measures, which were even unconsciously oppressive, of the public, were “bad business” for the companies and that conversely, public interest and underwriting interest were synonymous terms. This may sound like mere assertion, but those who have’ taken the time to study the somewhat check¬ ered history of the National Board of Fire Underwriters will realize its absolute accuracy.
At the meeting of the Convention of Insurance Commis¬ sioners in Hartford last month one of the members com¬ plained that the companies had no central organization with which the state officials could confer and which could commit its membership on matters of rate—overlooking for the moment the provisions of many very explicit anti-trust and anti-compact statutes.
In passing it may not be out of place to remark that the underwriters have sometimes wished that the National organ-: ization or Conference of State Insurance officials had some such control over its own members, but no doubt they wish so, too, and it is through no fault of theirs that they haven’t.
The evolution of our business offered from time to time opportunities for usefulness which the Board was not slow to improve until at the present time it has become a service institution of value not only to its members but to the public.
It holds but one meeting annually, its work being con¬ ducted under the direction of the following Committees, whose names suggest the nature of their functions :

The working force consists of the General Manager and office, and special staffs, and the general office in New York is a very busy place, employing at present one hundred and forty-eight people.
It would require more time than you can give me to go into a detailed discussion of the work of these Committee’s, but it may safely be asserted that there is no privately sup¬ ported organization in the country doing more for the pro¬ tection of life and property.

For example, we are maintaining Fire Prevention En¬ gineering Service in three important fields. Our Committee on Fire Prevention and Engineering Standards maintains field parties of trained engineers who are constantly engaged in trying to eliminate conflagration hazards in American cities.
Our Committee on Construction of Buildings reviews most of the building codes prepared by the different cities and is laboring constantly to elevate their standards.
Our great Underwriters’ Laboratories in Chicago, with a branch in New York, employ their large staff of technical experts and their re’ally wonderful laboratory equipment in tests of all devices, materials and processes that directly, or indirectly, affect the fire hazard.
On the personal side our committee on Incendiarism and Arson is rendering assistance to fire marshals and other state and city authorities, and through its own staff of investigators is seeking to make the crime of Arson unprofitable—a work in which the local agents can and do co-operate very effec¬ tively.
Our Committee on Public Relations is conducting an extensive educational work in fire prevention which includes the publication of a widely circulated monthly paper, the pro¬ motion of fire prevention courses in thousands of school rooms and a great variety of other details all calculated to bring the public to an appreciation of the need of careful habits and precautionary measures.
Many of your members receive the publications of this Committee, and we shall be pleased to add to our mailing list the names of all others who de’sire to have them.
Even upon mere technical lines the public interest is a constantly dominating factor.
Our Actuarial Bureau, with its eighty-six employees and its equipment of classification and tabulating machinery and its millions of record cards in files, is making such a scientific study of fire statistics and causes as has never previously been attempted.
